1 AMENDMENT TO SENATE BILL 899
2 AMENDMENT NO. . Amend Senate Bill 899 by replacing
3 the title with the following:
4 "AN ACT to amend the Illinois Horse Racing Act of 1975 by
5 adding Sections 3.24 and 54."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The Illinois Horse Racing Act of 1975 is
9 amended by adding Sections 3.24 and 54 as follows:
10 (230 ILCS 5/3.24 new)
11 Sec. 3.24. "Contractually representative horsemen's
12 organization" means that horsemen's organization, either
13 thoroughbred or standardbred, that traditionally has
14 represented the interests of owners, trainers, drivers,
15 jockeys, and grooms in contractual relationships with
16 organizations and organization licensees.
17 (230 ILCS 5/54 new)
18 Sec. 54. Representation of horsemen's organizations.
19 Contractually representative horsemen's organizations shall
20 have the exclusive authority to represent horsemen before the

1 Board and with organization licensees in all contractual
2 matters and in all other matters under this Act.".
