90_SB0963sam002 LRB9002515MWksam 1 AMENDMENT TO SENATE BILL 963 2 AMENDMENT NO. . Amend Senate Bill 963 by replacing 3 everything after the enacting clause with the following: 4 "Section 5. The Civil Administrative Code of Illinois is 5 amended by changing Section 49.16 as follows: 6 (20 ILCS 2705/49.16) (from Ch. 127, par. 49.16) 7 Sec. 49.16. Master plan; reporting requirements. 8 (a) To develop and maintain a continuing, comprehensive 9 and integrated planning process which shall develop and 10 periodically revise a statewide master plan for 11 transportation to guide program development and to foster 12 efficient and economical transportation services in ground, 13 air, water and all other modes of transportation throughout 14 the state. The Department shall coordinate its 15 transportation planning activities with those of other state 16 agencies and authorities, and shall supervise and review any 17 transportation planning performed by other Executive agencies 18 under the direction of the Governor. The Department shall 19 cooperate and participate with Federal, regional, interstate, 20 state, and local agencies, in accordance with Sections 5-301 21 and 7-301 of the Illinois Highway Code, and with interested 22 private individuals and organizations, in the coordination of -2- LRB9002515MWksam 1 plans and policies for development of the state's 2 transportation system. 3 To meet the provisions of this Section, the Department 4 shall publish and deliver to the Governor and General 5 Assembly by January 1, 1982 and every 2 years thereafter, its 6 master plan for highway, waterway, aeronautic, mass 7 transportation and railroad systems. The plan shall identify 8 priority subsystems or components of each system which are 9 critical to the economic and general welfare of State 10 regardless of public jurisdictional responsibility or private 11 ownership. 12 The master plan shall provide particular emphasis and 13 detail of the 5 year period in the immediate future. 14 Annual and 5 year project programs for each State system 15 in this Section shall be published and furnished the General 16 Assembly on the first Wednesday in April of each year. 17 Identified needs included in the project programs shall 18 be listed and mapped in a distinctive fashion to clearly 19 identify the priority status of the projects: (1) projects to 20 be committed for execution; (2) tentative projects which are 21 dependent upon funding or other constraints; and (3) needed 22 projects which are not programmed due to lack of funding or 23 other constraints. 24 All projects shall be related to the priority systems of 25 the master plan, and the priority criteria identified. Cost 26 and estimated completion dates shall be included for work 27 required to complete a useable segment or component beyond 28 the 5 year period of the program. 29 (b) The Department shall publish and deliver to the 30 Governor and General Assembly on the first Wednesday in April 31 of each year a 5-year Highway Improvement Program reporting 32 the number of fiscal years each project has been on previous 33 5-year plans submitted by the Department. 34 (c) The Department shall publish and deliver to the -3- LRB9002515MWksam 1 Governor and the General Assembly by November 1 of each year 2 a For the Record report that shall include the following: 3 (1) all the projects accomplished in the previous 4 fiscal year listed by each Illinois Department of 5 Transportation District; and 6 (2) the award cost and the beginning dates of each 7 listed project. 8 (Source: P.A. 82-110.)".
