Amends the Business Enterprise for Minorities, Females,
and Persons with Disabilities Act concerning advance and
progress payments. Makes a technical change.

1 AN ACT in relation to business opportunities.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Business Enterprise for Minorities,
5 Females, and Persons with Disabilities Act is amended by
6 changing Section 8a as follows:
7 (30 ILCS 575/8a) (from Ch. 127, par. 132.608a)
8 (Section scheduled to be repealed on September 6, 1999)
9 Sec. 8a. Advance and progress payments. Any contract
10 awarded to a business owned by a minority, female, or person
11 with a disability under pursuant to this Act may contain a
12 provision for advance or progress payments, or both, except
13 that a State construction contract awarded to a minority or
14 female owned business pursuant to this Act may contain a
15 provision for progress payments but may not contain a
16 provision for advance payments.
