LRB9009062PTsb SB1306 Enrolled LRB9009062PTsb 1 AN ACT to amend the Metropolitan Water Reclamation 2 District Act by changing Section 11-17 and adding Section 3 273. 4 Be it enacted by the People of the State of Illinois, 5 represented in the General Assembly: 6 Section 5. The Metropolitan Water Reclamation District 7 Act is amended by changing Section 11-17 and adding Section 8 273 as follows: 9 (70 ILCS 2605/11.17) (from Ch. 42, par. 331.17) 10 Sec. 11.17. Powers of purchasing agent. The purchasing 11 agent shall: (a) adopt, promulgate and from time to time 12 revise rules and regulations for the proper conduct of his 13 office; (b) constitute the agent of the sanitary district in 14 contracting for labor, materials, services, or work, the 15 purchase, lease or sale of personal property, materials, 16 equipment or supplies in conformity with this Act; (c) open 17 all sealed bids; (d) determine the lowest or highest 18 responsible bidder, as the case may be; (e) enforce written 19 specifications describing standards established pursuant to 20 this Act; (f) operate or require such physical, chemical or 21 other tests as may be necessary to insure conformity to such 22 specifications with respect to quality of materials; (g) 23 exercise or require such control as may be necessary to 24 insure conformity to contract provisions with respect to 25 quantity; (h) distribute or cause to be distributed, to the 26 various requisitioning agencies of such sanitary district 27 such supplies, materials or equipment, as may be purchased by 28 him; (i) transfer materials, supplies, and equipment to or 29 between the various requisitioning agencies and to trade in, 30 sell, donate, or dispose of anysuchmaterials, supplies, or 31 equipment thatasmay become surplus, obsolete, or unusable; SB1306 Enrolled -2- LRB9009062PTsb 1 except that materials, supplies, and equipment may be donated 2 only to not-for-profit institutions; (j) control and maintain 3 adequate inventories and inventory records of all stocks of 4 materials, supplies and equipment of common usage contained 5 in any central or principal storeroom, stockyard or warehouse 6 of the sanitary district; (k) assume such related activities 7 as may be assigned to him from time to time by the board of 8 trustees; and (m) submit to the board of trustees an annual 9 report describing the activities of his office. The report 10 shall be placed upon the official records of the sanitary 11 district or given comparable public distribution. 12 (Source: Laws 1963, p. 2498.) 13 (70 ILCS 2605/273 new) 14 Sec. 273. District enlarged. Upon the effective date of 15 this amendatory Act of 1998, the corporate limits of the 16 Metropolitan Water Reclamation District are extended to 17 include within those limits the following described tracts of 18 land that are annexed to the District: 19 THE SOUTH HALF OF SECTION 30, TOWNSHIP 35 NORTH, RANGE 13 20 EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY, 21 ILLINOIS; 22 AND 23 SECTION 31, TOWNSHIP 35 NORTH, RANGE 13 EAST OF THE THIRD 24 PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS. 25 Section 99. Effective date. This Act takes effect upon 26 becoming law.
