          Amends the Environmental Protection Act to add a  caption
      to a Section relating to loan program regulations.

 1        AN  ACT  to  amend  the  Environmental  Protection Act by
 2    changing Section 19.4.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.   The Environmental Protection Act is amended
 6    by changing Section 19.4 as follows:
 7        (415 ILCS 5/19.4) (from Ch. 111 1/2, par. 1019.4)
 8        Sec. 19.4. Loan regulations.  The Agency shall  have  the
 9    authority  to  promulgate regulations to set forth procedures
10    and  criteria  concerning  loan  applications,  assurance  of
11    payment, interest rates, loan support rates, impact  on  user
12    charges,  eligibility  of  proposed construction, priority of
13    needs, special loan terms for disadvantaged communities,  and
14    maximum limits on annual distributions of funds to applicants
15    or  groups  of  applicants.   The  Agency  shall  develop and
16    maintain a priority list of loan applicants as categorized by
17    need.  Priority in making  loans  from  the  Water  Pollution
18    Control  Loan Program must first be given to local government
19    units which need to  make  capital  improvements  to  achieve
20    compliance  with  National  Pollutant  Discharge  Elimination
21    System  permit  requirements  pursuant  to  the federal Water
22    Quality Act of 1987 and this Act.  Priority in  making  loans
23    from the Public Water Supply Loan Program must first be given
24    to   local   government  units  that  need  to  make  capital
25    improvements  to  protect  human  health   and   to   achieve
26    compliance  with the State and federal primary drinking water
27    standards adopted pursuant to this Act and the  federal  Safe
28    Drinking Water Act, as now and hereafter amended.
