      225 ILCS 10/4.5 new
          Amends the Child Care Act of 1969.  Requires operators of
      licensed child care facilities to complete a  basic  training
      course  in  providing  care  to  children  with disabilities.
      Requires the Department of Children and  Family  Services  to
      issue rules and provide technical assistance.

 1        AN  ACT  to  amend  the  Child Care Act of 1969 by adding
 2    Section 4.5.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The  Child  Care  Act  of 1969 is amended by
 6    adding Section 4.5 as follows:
 7        (225 ILCS 10/4.5 new)
 8        Sec. 4.5.  Children with disabilities; training.
 9        (a)  An operator of a licensed child care  facility  must
10    successfully  complete  a  basic training course in providing
11    care to children with disabilities.  Evidence satisfactory to
12    the Department demonstrating successful completion of a basic
13    training  course  in  providing   care   to   children   with
14    disabilities  must  be  presented  to  the  Department before
15    applying for a license or renewal of a license  in  2000  and
16    thereafter.   Once  an  operator  has  presented satisfactory
17    evidence of completion of the basic training  course  to  the
18    Department,  the  operator  shall  not  again  be required to
19    provide that evidence.
20        (b)  The Department shall promulgate  rules  establishing
21    the  requirements  for  basic  training  in providing care to
22    children with disabilities.  Upon  request  by  operators  or
23    parents,  the  Department  shall provide technical assistance
24    regarding the care of children with disabilities.
