Provides that a municipality may use video surveillance systems to enhance crime prevention, but outdoor surveillance that is not for the security of a public building shall monitor only street corners. Preempts home rule. LRB9011043PTmb LRB9011043PTmb 1 AN ACT to amend the Illinois Municipal Code by adding 2 Section 11-1-5.5. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Municipal Code is amended by 6 adding Section 11-1-5.5 as follows: 7 (65 ILCS 5/11-1-5.5 new) 8 Sec. 11-1-5.5. Video surveillance systems. A 9 municipality, including a home rule municipality, may use 10 video surveillance systems to enhance crime prevention, but 11 outdoor surveillance that is not for the security of a public 12 building shall monitor only street corners. 13 A home rule municipality may not use video surveillance 14 systems in a manner inconsistent with this Section. This 15 Section is a limitation under subsection (i) of Section 6 of 16 Article VII of the Illinois Constitution on the concurrent 17 exercise by home rule municipalities of powers and functions 18 exercised by the State.
