1 AN ACT to amend the Illinois Prepaid Tuition Act by
2 changing Section 15.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Prepaid Tuition Act is amended
6 by changing Section 15 as follows:

8 Sec. 15. Creation of Illinois prepaid tuition program.
9 There is created the Illinois prepaid tuition program, which
10 shall to be administered by the Illinois Student Assistance
11 Commission. This program shall is to be administered so that
12 the full cost of tuition and mandatory fees at Illinois
13 public universities and Illinois community colleges may be
14 paid in advance of enrollment through the prior purchase of
15 an Illinois prepaid tuition contract. The Commission may
16 enter into contracts as may be necessary to provide for
17 administration of the program and shall develop and implement
18 rules and regulations necessary for the efficient
19 administration of the program.
20 All reasonable charges incidental to the administration
21 of the program by the Commission shall be paid in the initial
22 start-up period for the program's operation from the General
23 Revenue Fund, pursuant to appropriations made for that
24 purpose by the General Assembly. Those charges and expenses
25 in subsequent years shall be paid exclusively from the
26 Illinois Prepaid Tuition Trust Fund established by Section 35
27 of this Act.
