Eliminates the office of the Treasurer. Provides that the Comptroller shall (i) maintain the State's central fiscal accounts and order payments into and out of the accounts, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and (iii) have the duties and powers that may be prescribed by law. Effective upon conclusion of the term of the Treasurer elected in 1998. LRB9000471DNsbA LRB9000471DNsbA 1 SENATE JOINT RESOLUTION 2 CONSTITUTIONAL AMENDMENT 3 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 4 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 5 CONCURRING HEREIN, that there shall be submitted to the 6 electors of the State for adoption or rejection at the 7 general election next occurring at least 6 months after the 8 adoption of this resolution a proposition to amend Article V 9 of the Illinois Constitution by changing Sections 1, 3, 7, 10 and 17 and by repealing Section 18 as follows: 11 (ILCON Art. V, Sec. 1) 12 SECTION 1. OFFICERS 13 The Executive Branch shall include a Governor, Lieutenant 14 Governor, Attorney General, Secretary of State, and 15 Comptrollerand Treasurerelected by the electors of the 16 State. They shall keep the public records and maintain a 17 residence at the seat of government during their terms of 18 office. 19 (Source: Illinois Constitution.) 20 (ILCON Art. V, Sec. 3) 21 SECTION 3. ELIGIBILITY 22 To be eligible to hold the office of Governor, Lieutenant 23 Governor, Attorney General, Secretary of State, or 24 Comptrolleror Treasurer, a person must be a United States 25 citizen, at least 25 years old, and a resident of this State 26 for the three years preceding his or her election. 27 (Source: Illinois Constitution.) 28 (ILCON Art. VACANCIES IN OTHER ELECTIVE OFFICES 30 If the Attorney General, Secretary of State, or 31 Comptrolleror Treasurerfails to qualify or if thehis-2- LRB9000471DNsbA 1 office becomes vacant, the Governor shall fill the office by 2 appointment. The appointee shall hold office until the 3 elected officer qualifies or until a successor is elected and 4 qualified as may be provided by law and shall not be subject 5 to removal by the Governor.
