 1                AMENDMENT TO SENATE JOINT RESOLUTION
 2                     CONSTITUTIONAL AMENDMENT 15
 3        AMENDMENT  NO.      .   Amend  Senate  Joint   Resolution
 4    Constitutional  Amendment  15 on page 1, by replacing lines 3
 5    through 31 with the following:
 6        "RESOLVED,  BY  THE  SENATE  OF  THE  NINETIETH   GENERAL
 7    ASSEMBLY   OF   THE   STATE   OF   ILLINOIS,   THE  HOUSE  OF
 8    REPRESENTATIVES  CONCURRING  HEREIN,  that  there  shall   be
 9    submitted  to  the  electors  of  the  State  for adoption or
10    rejection at the general election next occurring at  least  6
11    months after the adoption of this resolution a proposition to
12    amend  Article  V  of  the  Illinois Constitution by changing
13    Sections 1,  3,  and  7,  by  adding  Section  16.5,  and  by
14    repealing Sections 17 and 18 as follows:
15        (ILCON Art. V, Sec. 1)
16    SECTION 1. OFFICERS
17        The Executive Branch shall include a Governor, Lieutenant
18    Governor,  Attorney  General,  Secretary  of State, and State
19    Financial Officer Comptroller and Treasurer  elected  by  the
20    electors of the State. They shall keep the public records and
21    maintain  a  residence at the seat of government during their
22    terms of office.

 3    SECTION 3. ELIGIBILITY
 4        To be eligible to hold the office of Governor, Lieutenant
 5    Governor, Attorney General,  Secretary  of  State,  or  State
 6    Financial  Officer Comptroller or Treasurer, a person must be
 7    a United States  citizen,  at  least  25  years  old,  and  a
 8    resident  of  this State for the three years preceding his or
 9    her election.

12    SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
13        If the Attorney General, Secretary  of  State,  or  State
14    Financial  Officer  Comptroller or Treasurer fails to qualify
15    or if the his office becomes vacant, the Governor shall  fill
16    the  office  by  appointment. The appointee shall hold office
17    until the elected officer qualifies or until a  successor  is
18    elected and qualified as may be provided by law and shall not
19    be  subject  to  removal  by  the Governor. If the Lieutenant
20    Governor fails to  qualify  or  if  the  his  office  becomes
21    vacant, it shall remain vacant until the end of the term.

24    SECTION 16.5.  STATE FINANCIAL OFFICER - DUTIES
25        The  State  Financial  Officer,  in  accordance with law,
26    shall (i) maintain the State's central fiscal  accounts,  and
27    order payments into and out of the accounts and (ii) shall be
28    responsible  for the safekeeping and investment of monies and
29    securities  deposited  with  him  or  her,  and   for   their
30    disbursement.

 1        (ILCON Art. V, Sec. 17)
 2    SECTION 17. COMPTROLLER - DUTIES (REPEALED)
 3        The  Comptroller,  in accordance with law, shall maintain
 4    the State's central fiscal accounts, and order payments  into
 5    and out of the funds held by the Treasurer.

 8    SECTION 18. TREASURER - DUTIES (REPEALED)
 9        The   Treasurer,   in   accordance  with  law,  shall  be
10    responsible for the safekeeping and investment of monies  and
11    securities  deposited  with  him,  and for their disbursement
12    upon order of the Comptroller.

14                              SCHEDULE
15        This Constitutional Amendment takes effect as follows:
16        (1)  those  portions  creating  the   office   of   State
17    Financial   Officer   take   effect  upon  approval  of  this
18    Constitutional Amendment by the electors of this State;
19        (2)  those portions providing for the election of a State
20    Financial Officer take effect beginning with the election  in
21    2002; and
22        (3)  those   portions  eliminating  the  offices  of  the
23    Treasurer and the Comptroller take effect upon the conclusion
24    of the terms of the  Treasurer  and  Comptroller  elected  in
25    1998."; and
26    by deleting all of page 2.
