90_SJ0049 LRB9011394PTbd 1 SENATE JOINT RESOLUTION 2 WHEREAS, The increase in cable television rates is cause 3 for concern and requires the urgent study and action of the 4 U.S. Congress; and 5 WHEREAS, The increase in cable television rates is 6 disproportionately shouldered by consumers; and 7 WHEREAS, Cable television rates are rising 4 times faster 8 than the rate of inflation; and 9 WHEREAS, Cable television regulations allow the cable 10 companies to add poor programming to justify higher rates; 11 and 12 WHEREAS, Current law provides that the Federal 13 Communication Commission may not regulate cable television 14 rates after March 31, 1999; and 15 WHEREAS, The Federal Communication Commission's annual 16 cable television study reported that the alternative 17 competition to the cable industry is not growing fast enough 18 to slow the rate increases; therefore, be it 19 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 20 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 21 CONCURRING HEREIN, that we urge the U.S. Congress to pass 22 legislation to enable the Federal Communications Commission 23 to regulate cable television rates after March 31, 1999; and 24 be it further 25 RESOLVED, That suitable copies of this resolution be 26 delivered to the President pro tempore of the U.S. Senate, 27 the Speaker of the U.S. House of Representatives, and each 28 member of the Illinois congressional delegation.
