          Proposes to amend the Executive Article of  the  Illinois
      Constitution.    Eliminates  the  Office  of the Comptroller.
      Provides that the Treasurer shall (i)  maintain  the  State's
      central  fiscal  accounts  and order payments into and out of
      the accounts, (ii) be responsible  for  the  safekeeping  and
      investment  of  monies  and  securities deposited with him or
      her, and (iii)  have  the  duties  and  powers  that  may  be
      prescribed  by law.  Effective upon conclusion of the term of
      the Comptroller elected in 1998.

 1                       SENATE JOINT RESOLUTION
 2                      CONSTITUTIONAL AMENDMENT
 3        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
 4    OF THE  STATE  OF  ILLINOIS,  THE  HOUSE  OF  REPRESENTATIVES
 5    CONCURRING  HEREIN,  that  there  shall  be  submitted to the
 6    electors of the  State  for  adoption  or  rejection  at  the
 7    general  election  next occurring at least 6 months after the
 8    adoption of this resolution a proposition to amend Article  V
 9    of  the  Illinois  Constitution by changing Sections 1, 3, 7,
10    and 18 and by repealing Section 17 as follows:
11        (ILCON Art. V, Sec. 1)
12    SECTION 1. OFFICERS
13        The Executive Branch shall include a Governor, Lieutenant
14    Governor, Attorney General, Secretary of  State,  Comptroller
15    and  Treasurer  elected  by  the  electors of the State. They
16    shall keep the public records and maintain a residence at the
17    seat of government during their terms of office.

20    SECTION 3. ELIGIBILITY
21        To be eligible to hold the office of Governor, Lieutenant
22    Governor, Attorney General, Secretary of  State,  Comptroller
23    or  Treasurer,  a  person must be a United States citizen, at
24    least 25 years old, and a resident  of  this  State  for  the
25    three years preceding his or her election.

28    SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
29        If  the Attorney General, Secretary of State, Comptroller
30    or Treasurer fails to qualify or if the  his  office  becomes
31    vacant,  the  Governor  shall fill the office by appointment.

 1    The appointee shall hold office  until  the  elected  officer
 2    qualifies  or  until  a successor is elected and qualified as
 3    may be provided by law and shall not be subject to removal by
 4    the Governor. If the Lieutenant Governor fails to qualify  or
 5    if  the  his  office  becomes  vacant, it shall remain vacant
 6    until the end of the term.

 9    SECTION 17. COMPTROLLER - DUTIES (REPEALED)
10        The Comptroller, in accordance with law,  shall  maintain
11    the  State's central fiscal accounts, and order payments into
12    and out of the funds held by the Treasurer.

15    SECTION 18. TREASURER - DUTIES
16        The Treasurer, in accordance with law, shall (i) maintain
17    the State's central fiscal accounts, and order payments  into
18    and  out  of  the  accounts,  (ii)    be  responsible for the
19    safekeeping and investment of monies and securities deposited
20    with him or her, and for their disbursement, and  (iii)  have
21    the  duties  and  powers  that  may be prescribed by law upon
22    order of the Comptroller.

24                              SCHEDULE
25        This  Constitutional  Amendment  takes  effect  upon  the
26    conclusion of the term of the Comptroller elected in 1998.
