90_SJ0070 LRB9012145JSgc 1 HOUSE JOINT RESOLUTION 2 WHEREAS, Basic health care is a fundamental need for all 3 people regardless of medical condition or well being; and 4 WHEREAS, The availability of health insurance coverage is 5 an issue for many Americans who lose the opportunity to 6 obtain quality health care coverage because of loss of group 7 insurance; and 8 WHEREAS, In response to the needs of millions of people 9 throughout the United States, the federal government enacted 10 in 1996 the federal Health Insurance Portability and 11 Accountability Act (HIPAA) in order to provide portability of 12 health care coverage without pre-existing conditions; and 13 WHEREAS, The Illinois General Assembly passed legislation 14 enabling the Comprehensive Health Insurance Plan (CHIP) to be 15 considered the acceptable alternative mechanism for 16 individual coverage in Illinois following the passage of 17 HIPAA; and 18 WHEREAS, CHIP has provided health insurance coverage to 19 nearly 15,000 Illinoisans who otherwise would have gone 20 uninsured; and 21 WHEREAS, CHIP, as the acceptable alternative mechanism 22 for individual coverage under HIPAA, has distinguished itself 23 among all of the states as the model for enrollment 24 development and program execution, fulfilling the mandate of 25 the Federal government in allowing health insurance 26 portability coverage without regard to preexisting conditions 27 to federally eligible individuals; and 28 WHEREAS, It is the primary objective of CHIP to provide 29 all Illinois citizens with a "freedom from fear" of not being 30 able to obtain health insurance coverage; and -2- LRB9012145JSgc 1 WHEREAS, CHIP, as a part of its mission, should embark in 2 July 1998 on a public awareness project designed to inform 3 all Illinois residents of the health insurance availability 4 provided by CHIP and HIPAA; therefore be it 5 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETIETH 6 GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE 7 CONCURRING HEREIN, that we congratulate the Illinois 8 Comprehensive Health Insurance Plan on becoming the model 9 program for all the states in the implementation of the 10 Health Insurance Portability and Accountability Act; and be 11 it further 12 RESOLVED, That July of 1998 shall be designated as CHIP 13 awareness month; and be it further 14 RESOLVED, That we extend to the program and its staff our 15 best wishes and our hopes that the CHIP public awareness 16 effort during July 1998 will result in the enrollment of 17 Illinois citizens in need of health insurance coverage and 18 will allow them to live under one of our most precious 19 freedoms, the freedom from fear of being without quality 20 health care; and be it further 21 RESOLVED, That a suitable copy of this preamble and 22 resolution be prepared and delivered to the CHIP Board of 23 Directors and the Executive Director, Richard W. Carlson, as 24 a demonstration of our continued support for the mission this 25 program undertakes.
