90_SR0049 LRB9005608EGfg 1 SENATE RESOLUTION 2 WHEREAS, During the preceding general election, much 3 funding was raised and spent to execute federal, State, and 4 local campaigns in Illinois and throughout the nation; and 5 WHEREAS, Many public policy commentators and political 6 activists have criticized recent campaign finance trends at 7 the national and State levels; and 8 WHEREAS, In response to public concern, many changes have 9 been proposed to alter the system by which political 10 campaigns are financed and organized; and 11 WHEREAS, Any reform efforts should be guided by an 12 objective examination of past campaign organization and 13 finance practices, the expenditure environment under which 14 they existed, as well as contemporary campaign organization 15 and finance practices with attendant challenges and concerns; 16 therefore, be it 17 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 18 OF THE STATE OF ILLINOIS, that there is created the Task 19 Force on Election Activities and Reform to study the 20 evolution of campaign organization and finance activities in 21 federal, State, and local elections in Illinois as well as 22 the expenditure environment under which said organization and 23 activities existed; and be it further 24 RESOLVED, That the Task Force shall also investigate 25 contemporary campaign organization and finance activities, 26 and the expenditure environment under which said activities 27 exist, as well as the strengths and weaknesses of current 28 campaign finance and election statutes and regulations and 29 recent concerns thereof, the coordination between State and 30 federal political action committees and campaign committees, 31 and the receipt, disbursement, and disclosure of campaign -2- LRB9005608EGfg 1 contributions; and be it further 2 RESOLVED, That the Task Force shall attempt to determine 3 future expenditure environment trends and recommend changes 4 to the Election Code and campaign finance statutes designed 5 to maintain the integrity of the electoral process while 6 safeguarding the rights of all to participate in the 7 political process; and be it further 8 RESOLVED, That in researching historical and contemporary 9 trends and predicting future trends, the Task Force may also 10 investigate campaign organization, finance, and expenditure 11 trends in analogous states in the United States; and be it 12 further 13 RESOLVED, That the Task Force shall be composed of 6 14 members appointed as follows: 3 members of the Senate 15 appointed by the President of the Senate, one of whom shall 16 be designated Chairperson, 2 members of the Senate appointed 17 by the Senate Minority Leader, and the Executive Director of 18 the State Board of Elections, or his or her designee, who 19 shall serve as a non-voting ex-officio member; and be it 20 further 21 RESOLVED, That the Task Force may employ staff, hire 22 consultants, and enter into contractual arrangements through 23 the Senate Operations Commission to conduct its 24 investigations and research; and be it further 25 RESOLVED, That the Task Force shall report its findings 26 to the General Assembly on or before November 1, 1997; and be 27 it further 28 RESOLVED, That a copy of this resolution shall be 29 forwarded to the Executive Director of the State Board of 30 Elections.
