1 SENATE RESOLUTION
2 WHEREAS, P.A. 89-610 (HB 2596 from 1996) directed the
3 State Board of Education to establish in final form academic
4 standards that are to be applicable to students beginning
5 with the 1998-99 school year; and
6 WHEREAS, the State Board of Education was prohibited by
7 P.A. 89-610 from establishing any such standards in final
8 form without first providing opportunities for public
9 participation and local input in the development of the final
10 academic standards; and
11 WHEREAS, during the summer of 1996 the State Board of
12 Education disseminated a four volume set of "Preliminary
13 Draft: Illinois Academic Standards" documents along with an
14 abridged draft version of the four volume set; and
15 WHEREAS, the State Board of Education has closed the
16 public comment period on the draft academic standards and is
17 preparing to establish final academic standards at some point
18 following the adjournment of the Spring 1997 legislative
19 Session; therefore be it,
20 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
21 OF THE STATE OF ILLINOIS, that the State Board of Education
22 is directed to not establish any final academic standards
23 that were not made available to the public during the public
24 comment period; and be it further
25 RESOLVED, that, in the event the State Board of Education
26 desires to establish final academic standards that differ
27 from those made available to the public during the comment
28 period, the State Board of Education is directed to open
29 another period of public comment for such standards; and be
30 it further
31 RESOLVED, that a copy of this resolution be presented to
