 1                          SENATE RESOLUTION
 2        WHEREAS, The Illinois Department of Transportation claims
 3    that there is a backlog of 17% of State roads,  approximately
 4    2,600 miles, in need of repair; and
 5        WHEREAS,  Governor  Edgar  has  called  upon  the General
 6    Assembly to increase the  State's Motor Fuel Tax by  20%  and
 7    motor vehicle registration fees by 35%; therefore, be it
 8        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
 9    OF  THE  STATE OF ILLINOIS, that there is created the Highway
10    Improvement Task Force consisting of 7 members of the  Senate
11    with 3 members and the chairperson appointed by the President
12    of  the Senate and 3 members appointed by the Minority Leader
13    of the Senate; all of whom shall serve  without  compensation
14    but  shall  be reimbursed  for their reasonable and necessary
15    expenses from funds appropriated for that purpose; and be  it
16    further
17        RESOLVED,  That the task force shall study various issues
18    relating to the collection, disbursement, and  use  of  motor
19    fuel tax and motor vehicle registration dollars, and that the
20    task  force  shall  examine, among other issues it chooses to
21    investigate, the following:
22             (1)  The comparative ranking of Illinois  among  the
23        states  regarding  motor fuel tax rates and motor vehicle
24        registration fees.
25             (2)  The  high  costs  of  road   construction   and
26        maintenance.
27             (3)  If  State  environmental or procurement laws or
28        administrative rules in any way add to  construction  and
29        maintenance costs.
30             (4)  Whether   or   not   statutory  and  regulatory
31        guidelines need to  be  changed  to  enhance  competitive
32        bidding among contractors.

 1             (5)  The    possibility    of    requiring   highway
 2        contractors to warranty  their  work  and  the  need  for
 3        enhanced oversight of State contractors.
 4             (6)  The  impact  of  higher  motor  fuel  taxes  on
 5        gasoline  and  diesel  fuel  purchases  and  commerce  in
 6        Illinois.
 7             (7)  The  effectiveness of the current system in the
 8        collection of motor  fuel  tax  dollars  from  interstate
 9        carriers.
10             (8)  Whether  or  not  the  reauthorization  of  the
11        federal  highway  and  mass  transit  programs  will mean
12        additional federal funds coming to Illinois.
13             (9)  The impact  of  continuing  diversions  at  the
14        State  and  federal  level of highway-related fees to pay
15        for non-highway-related programs and the extent to  which
16        local governments use the proceeds of federal, State, and
17        local   taxes  on  motor  fuel  for  non-highway  related
18        purposes.
19             (10)  Assess and examine the need for the funding of
20        mass transit operations and capital improvements in major
21        metropolitan areas and downstate communities.
22    and be it further
23        RESOLVED, That the Task Force shall meet at the  call  of
24    the  chairperson,  shall  hold public hearings, shall receive
25    the assistance  of  legislative  staff,  may  employ  skilled
26    experts  with the approval of the Senate President, and shall
27    report  its  findings  and  recommendations  concerning   the
28    various issues relating to motor fuel taxes and motor vehicle
29    registration  fees  to  the  Senate  by  filing a copy of its
30    report with the Secretary of the Senate on or before December
31    1, 1998; and that upon filing its report the  task  force  is
32    dissolved.
