1 SENATE RESOLUTION
2 BE IT RESOLVED BY THE SENATE OF THE 90TH GENERAL ASSEMBLY OF
3 THE STATE OF ILLINOIS, That the Rules of the Senate (Senate
4 Resolution 2) be amended by changing Rule 3-11 as follows:
5 (Senate Rule 3-11)
6 "3-11. Committee Procedure. (a) A committee may
7 consider any legislative measure referred to it and may make
8 with respect to such legislative measure one of the following
9 reports to the Senate or to the parent committee, as
10 appropriate:
11 1. that the bill "do pass";
12 2. that the bill "do not pass";
13 3. that the bill "do pass as amended";
14 4. that the bill "do not pass as amended";
15 5. that the resolution "be adopted";
16 6. that the resolution "be not adopted";
17 7. that the resolution "be adopted as amended";
18 8. that the resolution "be not adopted as amended";
19 9. that the floor amendment, joint action motion or
20 conference committee report "be adopted";
21 10. that the floor amendment, joint action motion or
22 conference committee report "be not adopted";
23 11. that the floor amendment, joint action motion or
24 conference committee report "be approved for
25 consideration";
26 12. that the floor amendment, joint action motion or
27 conference committee report "be not approved for

1 consideration";
2 13. "without recommendation"; or
3 14. that the legislative measure be "re-referred to the
4 Rules Committee."
5 Any of the foregoing reports may only be made upon the
6 concurrence of a majority of those appointed. All
7 legislative measures reported "do pass," "do pass as
8 amended," "be adopted," "be adopted as amended" and "be
9 approved for consideration" shall be deemed favorably
10 reported to the Senate. Except as otherwise provided by
11 these Senate Rules, any legislative measure referred to a
12 committee and not reported pursuant to this rule shall remain
13 in such committee. Pursuant to Rules 3-11(g) and 7-10, a
14 committee may report a legislative measure as tabled.
15 (b) No bill which provides for an appropriation or
16 expenditure of money from the State Treasury , or which
17 amends, modifies, or creates a continuing appropriation, may
18 be considered for passage by the Senate unless it shall first
19 have been reported to the Senate by the Appropriations
20 Committee unless:
21 1. the bill was discharged from the Appropriations
22 Committee in accordance with Rule 7-9;
23 2. the bill was exempted from this requirement by a
24 majority of those appointed to the Rules Committtee;
25 or
26 3. this rule was suspended in accordance with Rule
27 7-17.".
