90_SR0187 LRB9011978CBcbA 1 SENATE RESOLUTION 2 WHEREAS, The members of the Senate were saddened to learn 3 of the death of Charles Henri Billups on February 11, 1998; 4 and 5 WHEREAS, He was born in Columbus, Mississippi, on July 6 19, 1912, the son of Reverend William Henry and Callie 7 Jackson Billups; and 8 WHEREAS, The family moved to East St. Louis in 1917; 9 Charles Billups attended Denver Side, Dunbar, and Lincoln 10 High School; he was an honor student and a 1935 graduate of 11 the University of Illinois, College of Pharmacy; and 12 WHEREAS, He joined the U.S. Army in 1942, completing 13 Baker's Training School and attending specialized training at 14 City College of New York, Washington and Jefferson College of 15 Washington, and Penn and North Carolina A&M College at 16 Greensboro; he was honorably discharged in 1946; and 17 WHEREAS, Charles Billups was a Pharmaceutical Chemist; he 18 was the first African-American at Christian Welfare Hospital 19 for 13 years; he went on to work at East Side, Sykes, Rhein, 20 Rice's, Yociss, St. Mary, and King Medicate, from which he 21 retired at age 85 on December 31, 1997; and 22 WHEREAS, He has been affiliated with Kappa Alpha Psi, the 23 Psi Chapter of the National Chi Delta Mu Medical, Dental, and 24 Pharmaceutical Black Fraternity, the East St. Louis Housing 25 Authority, the Regional Citizen Council, and the East West 26 Gateway Coordinating Council Board of Directors; and 27 WHEREAS, He leaves to cherish his memory the 28 Billups/Walker family: Willie, Lawrence, Don, Anne, Amber, 29 Miranda, Ariya, and Evelyn and the Harrison families of 30 Joseph, Jaye, Joel, Josette, Rene, and Etienne; special 31 friends and adopted families of: Mr. William W. Buchanan, the -2- LRB9011978CBcbA 1 Lincoln 1930 classmates, Robert Mosley, Irene Byrd Campbell, 2 Dortha Lewis, Mamie Hall, and Marion Smith; St. Paul Church; 3 Kappa Alpha Psi Fraternity, Inc.; and many other loving 4 relatives and dear friends; therefore, be it 5 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 6 OF THE STATE OF ILLINOIS, that we note with sorrow and regret 7 the death of Charles Henri Billups and extend our sincere 8 condolences to his family and friends; and be it further 9 RESOLVED, That suitable copies of this resolution be 10 presented to the family of Charles Henri Billups.
