90_SR0292 LRB9013797KBkbA 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 express their sincere condolences to the family and friends 4 of Robert M. Welch, who passed away November 18, 1998; and 5 WHEREAS, Robert Welch was born in Lincoln, Illinois on 6 July 5, 1934; his parents were Robert and Mildred Murphy 7 Welch; and 8 WHEREAS, Mr. Welch was a veteran of the United States 9 Army, serving from 1952 to 1955; and 10 WHEREAS, Mr. Welch had worked as a history teacher, 11 furniture salesman, and operated a camera shop in Lincoln; he 12 was a member of American Legion Post 263 in Lincoln; and 13 WHEREAS, He was a veteran member of the Logan County 14 Board where he chaired the insurance and legislative 15 committee, and served on the finance committee and the road 16 and bridge committee; he served on the Board from 1976 to 17 1978, and again from 1980 to the present day; and 18 WHEREAS, Robert Welch also served on I.C.R.M.T. Executive 19 Board; he represented Logan County on the Insurance Program 20 Managers Group; Mr. Welch was also known for the photos and 21 videos he took at various social functions where prominent 22 officials were seen; and 23 WHEREAS, Robert Welch was known for his unselfish efforts 24 on the behalf of the citizens of Logan County and the 25 surrounding area; economically, politically, and socially, 26 Robert Welch made a difference in the lives of the people he 27 met; and 28 WHEREAS, Robert Welch was well versed in other counties 29 and their governmental actions; Mr. Welch organized all board 30 member appearances in parades both in Logan County and other -2- LRB9013797KBkbA 1 areas; and 2 WHEREAS, Robert Welch was an active member of the United 3 Counties Council of Illinois, where he served as treasurer; 4 and 5 WHEREAS, Mr. Welch would give guided tours of the Logan 6 County Courthouse to people from out of town, or visitors 7 from any area; and 8 WHEREAS, Robert Welch is survived by his brother, Thomas 9 Welch of Lincoln; a niece, and three nephews; therefore, be 10 it 11 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 12 OF THE STATE OF ILLINOIS, that we mourn, along with his 13 family and friends, the death of Robert Welch of Lincoln, 14 Illinois; may they find peace and comfort in this time of 15 need; and be it further 16 RESOLVED, That a suitable copy of this resolution be 17 presented to the family of Robert Welch.
