Provides that records and reports relating or pertaining to the death of a minor in the care of or receiving services from the Department of Children and Family Services and under the jurisdiction of the juvenile court may be shared with the juvenile court, the State's Attorney, and the minor's attorney. Amends the Abused and Neglected Child Reporting Act. Provides that the Department of Children and Family Services, upon the death of a child reported to the central register of child abuse or under the custody and guardianship of the Department, shall investigate and issue a report on the death, not including identifying information, which report shall be available to the public, and with child-specific requests for reports granted by the Department based upon a best interests standard. Unfounded reports shall be legally sealed rather than expunged, and shall be expunged 10 years after the eighteenth birthday of the youngest child named in the report. Provides for immunity from liability for disclosing information concerning reports of child abuse in compliance with provisions allowing for such disclosure. Provides that those persons or agencies who have access to information may share that information directly with other persons or agencies authorized to have access to that information. Sets forth the information in the central register that the Department may disclose.
