Provides that transmitting a false report to a peace officer, public officer, or public employee that an offense has been committed is a Class 4 felony (rather than a Class B misdemeanor). Amends the Emergency Telephone System Act. Provides that a person who calls 911 to make a false report is subject to disorderly conduct. Amends the Juvenile Court Act of 1987. Provides that an adjudicatory hearing for an alleged abused, neglected, or dependent minor shall be commenced (now held) within 90 days of the date of service of process upon the minor, parents, guardian, and legal custodian. Permits the court to allow subsequent delay in the proceedings to ensure a fair hearing. Amends the Criminal Code of 1961. Provides that transmitting or causing to be transmitted a false report to a public safety agency without reasonable grounds is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense. Amends the Code of Criminal Procedure of 1963.
