Increases from one year to 10 years the maximum period that a contractor may be suspended for violating competitive procurement procedures or failing to conform to contract specifications or delivery terms. Effective immediately. FISCAL NOTE (DCMS) Fiscal impact is expected to be minimal. STATE MANDATES FISCAL NOTE In the opinion of DCCA, HB 291 fails to meet the definition of a mandate under the State Mandates Act. HOUSE AMENDMENT NO. 1. Provides that any contractor, person, or business (any contractor) may be suspended for up to 5 years (now no more than one year) for violation the procurement procedure or rules of any State agency, for failure to conform to specification or terms of delivery, or for any act indicative of a lack of business integrity and honesty (now for violation of the competitive procurement procedure or for failure to conform to specification or terms of delivery).
