Provides that health insurance plans, as defined, must provide coverage for emergency services obtained by a covered individual. Provides for administration by the Department of Insurance. Amends the Illinois Insurance Code, Comprehensive Health Insurance Plan Act, Health Maintenance Organization Act, and Illinois Public Aid Code to require coverage under those Acts for emergency service. Effective immediately. HOUSE AMENDMENT NO. 1. Provides that certain determinations shall be made by any physician rather than a physician of the hospital. Deletes provision requiring payment for emergency medical screening examinations. FISCAL NOTE, H-AM 1 (Dept. of Insurance) Hiring of two registered nurses and support staff and equipment will probably cost in the area of $200,000. FISCAL NOTE (CMS) The Dept. of CMS estimates that HB 643 will result in a 1.8 to 2.5 percent increase in HMO cost, which would equate to $4.6 million to $6.2 million. FISCAL NOTE (Dept. of Public Aid) The Dept. feels that the assumption of authorization of ser- vices unless a denial is received within 30 miniutes will lead to an increase in expenditures.
