SCHAKOWSKY-HOWARD AND KENNER. (CULLERTON-FITZGERALD) New Act Creates the Re-employment Support Program Act. Creates a program similar to the Unemployment Insurance program, to be administered by the Department of Employment Security and funded with appropriations from general revenue funds of the State, for employees who lose their job for reasons other than misconduct, are ineligible for Unemployment Insurance, and would be eligible for the Temporary Assistance for Needy Families (TANF) program created by the federal Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Funds used shall qualify for the State's maintenance of effort requirements under the TANF program. Eligibility for benefits shall be determined in coordination with the Department of Human Services. FISCAL NOTE (Dpt. Employment Security) Assuming 40,000 eligible individuals, the new program benefits could range from $38 million to $232 million annually. Esti- mated implementation costs could range from $2 million to $5 million annually. Indirect operation costs would average $12,000 annually. Total annual on-going administrativion costs would be approximately $8,595,000. Increase in overhead for postage could reach $65,000 per year. STATE MANDATES FISCAL NOTE In the opinion of DCCA, HB1088 fails to create a State mandate. HOME RULE NOTE HB 1088 does not preempt the power of home rule units of local gov't. HOUSE AMENDMENT NO. 1. Deletes everything and reinserts only the short title and purpose provisions of the bill as introduced. Creates the Re-employment Support Program Act. Provides that the purpose of the Act is to expand the coverage of the re-employment strategy used by the Unemployment Insurance program by using general revenue funds to serve workers who do not qualify for Unemployment Insurance and who would otherwise likely resort to public assistance to sustain their families while they search for re-employment. 97-02-27 H FIRST READING 97-02-27 H ADDED AS A JOINT SPONSOR HOWARD 97-02-27 H REFERRED TO HOUSE RULES COMMITTEE RULES 97-02-28 H ASSIGNED TO COMMITTEE LABOR COMERCE 97-03-12 H FISCAL NOTE REQUESTED PARKE 97-03-12 H STATE MANDATES FISCAL NOTE REQUESTED PARKE 97-03-12 H COMMITTEE LABOR COMERCE 97-03-13 H DO PASS/STANDARD DEBATE 011-002-006 HLBC 97-03-13 H PLACED CAL 2ND READING-STANDARD DEBATE 97-03-13 H FISCAL NOTE FILED 97-03-13 H CALENDAR ORDER 2ND READING-STANDARD DBT 97-03-21 H STATE MANDATES FISCAL NOTE FILED 97-03-21 H CALENDAR ORDER 2ND READING-STANDARD DBT 97-04-12 H SECOND READING-STANDARD DEBATE 97-04-12 H HELD CAL ORDER 2ND READING-STANDARD DBT 97-04-15 H ADDED AS A CO-SPONSOR KENNER 97-04-18 H HOME RULE NOTE REQUESTED BLACK 97-04-18 H HOME RULE NOTE FILED 97-04-18 H HELD CAL ORDER 2ND READING-STANDARD DBT 97-04-23 H AMENDMENT NO. 01-SCHAKOWSKY 97-04-23 H AMENDMENT REFERRED TO HRUL 97-04-23 H AMENDMENT NO. 01-SCHAKOWSKY 97-04-23 H BE ADOPTED HRUL 97-04-23 H HELD CAL ORDER 2ND READING-STANDARD DBT 97-04-24 H AMENDMENT NO. 01-SCHAKOWSKY 97-04-24 H ADOPTED 97-04-24 H PLCD CAL ORDER 3RD READING-STNDRD DEBATE 97-04-24 H THIRD READING/STANDARD DEBATE/PASS 074-044-000 97-04-25 S ARRIVE IN SENATE 97-04-25 S CHIEF SPONSOR CULLERTON 97-04-25 S PLACED CALENDAR ORDER OF FIRST READING 97-04-25 S FIRST READING 97-04-25 S REFERRED TO SENATE RULES COMMITTEE RULES 97-04-30 S ADDED AS A CHIEF CO-SPONSOR FITZGERALD 99-01-12 H SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
