        Amends the Clerks of Courts Act.  Provides  that  a  clerk  of  a      
   circuit  court  may  recover from a person making maintenance or child      
   support payments any additional cost incurred in the collection of the      
   annual $36 fee for administering the collection  and  distribution  of      
   these payments.  Effective immediately.
