Requires the Illinois State Toll Highway Authority to comply with the State and federal Environmental Protection Acts, the Illinois Endangered Species Protection Act, and the Interagency Wetland Policy Act of 1989. Requires the Authority to install sound barriers along certain parts of toll highways.
