Exempts child welfare agencies and foster parents. Provides for a defense to the charge in some instances. Allows a person convicted of failure to supervise a child to have his or her sentence suspended if he or she completes a parental effectiveness program. Provides that failure to supervise a child is a Class A misdemeanor punishable by a fine of not more than $1,000.
