Provides that the Board shall have the power to determine which entities and persons shall be subject to Board approval for involvement in the ownership or operation of riverboat gambling in Illinois and to approve the participation of those entities and persons. Gives the Board the power to require the removal of an officer, director, or shareholder of a licensee or to require the termination of a business relationship for a violation of the Act or of a Board rule or for engaging in a fraudulent practice. Gives the Board the power to petition the circuit court of Sangamon County for appointment of a receiver for a riverboat gambling operation if certain conditions exist. Creates a code of conduct for members and employees of the Board. Removes certain restrictions concerning where licensees shall be required to conduct riverboat gambling, but requires that at least 6 owners licenses shall specify that riverboats dock and operate outside of the counties of Cook, DuPage, Kane, Lake, McHenry, and Will. Provides that upon the expiration of an owners license the Board may renew that license for up to 4 years. Provides that the Board shall establish requirements for the times and conditions under which riverboat gambling may be conducted. Provides that it is a petty offense for a person under the age of 21 years to enter upon a riverboat, except as authorized by the Act.
