Makes numerous changes relating to the acquisition of property by the Authority, the rights of property owners, and payment of compensation to property owners. Provides for a public hearing before the adoption of any increase in toll rates. Requires the Authority to create a local advisory committee of members from each county in which a portion of an additional toll highway is proposed to be constructed. Makes other changes.
