Increases the penalty for unlawful use or possession of weapons by a felon who is not confined in a penal institution from a Class 3 to a Class 2 felony. Amends the Unified Code of Corrections to provide that a person convicted of a Class 1 or Class 2 felony violation of unlawful use or possession of weapons by felons or persons in the custody of the Department of Corrections is ineligible for probation, conditional discharge, or periodic imprisonment.
