LOPEZ-SCHOENBERG-KUBIK-MCKEON-ACEVEDO, 
   GASH AND MOORE,EUGENE.

(PETERSON-DEL VALLE-PARKER-BERMAN)

   305 ILCS 5/3-1            from Ch. 23, par. 3-1                             

        Amends the Illinois Public Aid Code.  In provisions regarding the      
   Aid to the  Aged, Blind, and Disabled program, provides that financial      
   aid shall be  available  under    this  program  to  persons  who  are      
   noncitizens  who  were  legally  present  in the United  States before      
   August 22, 1996,  who  are  age  65  or  older,  and  who  were  found      
   ineligible  for SSI because they did not meet the disability standard,      
   notwithstanding  that  these    persons  are  otherwise  excluded from      
   eligibility  under  this  Code  in  other  provisions.       Effective      
   immediately.

          Estimated cash expenditure for FY99 would be $2.8 M. Costs           
          would be reduced due to death, naturalization and disablement.
