Eliminates the offices of the Treasurer and Comptroller. Creates the office of State Financial Officer. Provides that the State Financial Officer shall (i) maintain the State's central fiscal accounts and order payments into and out of the accounts and (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her. Effective upon voter approval as to creation of the State Financial Officer; effective beginning with the election in 2002 as to the election of a State Financial Officer; and effective upon conclusion of the terms of the Treasurer and Comptroller elected in 1998 as to the elimination of the Treasurer and the Comptroller. Eliminates the Office of the Comptroller.
