Creates a Universal Service Fund to provide service to low-income customers. Provides for recovery of certain uneconomic costs by utilities. Authorizes the Commission to regulate power marketers. Creates a Ratepayer Equity Fund into which utilities must pay company stock in the amount of the uneconomic costs recovered. Requires the State Treasurer to manage the Fund to maximize returns to ratepayers.
