        Amends  the  Illinois  Vehicle  Code.   Provides  that  beginning      
   January 1, 1998, of the monies collected as  a  registration  fee  for      
   each  motorcycle,  motor  driven  cycle, and motorized pedalcycle, 27%      
   (instead of $8) of each annual registration fee and  27%  (instead  of      
   $4)  of  each  semiannual  registration  fee is deposited in the Cycle      
   Rider Safety Training Fund. Provide that the fee for  an  original  or      
   renewal  M or L endorsement is $5.  Provides that this $5 fee shall be      
   deposited  into  the  Cycle  Rider  Safety  Training  Fund.  Effective      
   immediately.                                                                
        SENATE AMENDMENT NO. 1.                                                
        Provides that  certain  registration  fee  allocations  begin  on      
   January  1, 1999 (rather than January 1, 1998 as stated in the bill as      
   introduced).   Changes the effective date of the bill  to  January  1,      
   1999,  except  provisions  concerning  M or L endorsements take effect      
   March 1, 1999.                                                              
          FISCAL NOTE (Dpt. Transportation)                                    
          The change to the percent distribution method will slightly          
          alter the current level of revenue deposited into the Cycle          
          Rider Safety Training Fund. The M and L issue and renewal            
          fees will generate approximately $450,000 to $500,000 addi-          
          tional, and continued renewal of 50% of the endorsements is          
          expected to generate $225,000 to $250,000 additional annual          
          revenue.
