Provides that the Local Governmental and Governmental Employees Tort Immunity Act does not authorize the issuance of bonds or the levying of taxes by a local public entity to fund the costs of complying with equitable remedies or relief or with an injunction agreed to by the local public entity or ordered by any court. Defines the terms "damages" and "liability" to exclude from the meaning of those terms the cost or obligation of complying with equitable remedies or relief or with an injunction. Provides that a financially distressed school district may not transfer from the Tort Immunity Fund to any other school district fund any amount of moneys to fund the cost of complying with equitable remedies or relief or with an injunction agreed to by the school district or ordered by any court.
