Short description: CLEAN ELECTION ACT Synopsis of Bill as introduced: Creates the Clean Election Act and amends the Election Code, the State Finance Act, and the Illinois Income Tax Act. Establishes a voluntary campaign financing program for candidates and nominees for constitutional offices and the General Assembly beginning in 2000. Provides for a Governor-appointed Clean Election Commission to administer the program under which candidates agree to accept no contributions and make no expenditures other than from moneys from a Clean Election Fund distributed in amounts based on average expenditures in previous elections. Establishes qualifications for and restrictions upon participation. Funds the Clean Election Fund through an income tax checkoff, appropriations, and contributions. Awards matching funds to candidates and permits candidates to accept other contributions under certain circumstances. Makes violation a Class A misdemeanor and permits the commission to impose fines. Limits campaign contributions to candidates for constitutional offices and the General Assembly to $1,000 per entity and subjects those candidates to certain reporting requirements.
