Short description: 
PUBLIC UNIV-LIMIT TUITION INCR                                             

Synopsis of Bill as introduced:
        Creates the Tuition Increase Limitation Act.  Beginning with  the      
   1997-98  academic  year, prohibits a tuition rate increase at a public      
   university that is greater than the lesser of (i) 5%  of  the  tuition      
   rate  for  the  preceding  academic  year,  or (ii) the product of the      
   tuition rate for the preceding academic year multiplied by the rate of      
   inflation for the calendar year in which  that  academic  year  began.      
   Effective immediately.                                                      
          FISCAL NOTE (Board of Higher Ed.)                                    
          If the provisions of HB 147 were in effect, tuition increases        
          would be limited to 3.0 percent, thus reducing tuition revenue       
          by approximately $4.0 million for fiscal year 1998.                  
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB 147 fails to create a State mandate.
