Synopsis of Bill as introduced:
        Amends the Chicago Police Article of the Pension  Code.   Changes      
   the  definition  of  salary  to  include  duty  availability allowance      
   payments.  Amends the State Mandates  Act  to  require  implementation      
   without reimbursement.  Effective immediately.
