Requires separate legislative bills for appropriations to each State agency. Amends the Civil Administrative Code of Illinois. Provides that the Governor, in submitting the budget, and the General Assembly, in acting on the budget, shall employ performance-based budgeting concepts. Provides that this system of performance-based budgeting shall identify department outcomes and results and provide comprehensive information regarding actual and proposed changes in funding and outcomes.
