Short description: 
DPA-ABORTION LIMITATIONS                                                   

Synopsis of Bill as introduced:
        Amends the  Public  Aid  Code.   Replaces  provisions  concerning      
   medical  assistance  and  general assistance funding of abortions with      
   identical language prohibiting payment of  aid  for  abortions  unless      
   necessary  for preserving the woman's life.  Permits State funds to be      
   used for abortions to terminate a pregnancy resulting from an  act  of      
   criminal   sexual  assault  or  aggravated  criminal  sexual  assault.      
   Provides that State funds shall  only  be  used  to  the  extent  that      
   payment  is  required  by  federal  law  as  determined  by a court of      
   competent  jurisdiction.  Provides  that  if  any  provision  of  this      
   amendatory Act of 1997 is held invalid, the invalidity does not affect      
   the  provisions  which  can  be  given  effect  without  the   invalid      
   provision. Effective immediately.                                           
          CORRECTIONAL NOTE                                                    
          HB383 has no fiscal or prison population impact on DOC.

          Fails to create a State mandate.                                     
          HOME RULE NOTE                                                       
          HB 383 does not preempt home rule authority.
