Allows a municipality that has imposed a telecommunications tax and whose territory includes part of another unit of local government or school district to exempt the unit of local government or school district from the tax. Allows a municipality that has imposed a telecommunications tax to (i) reduce the rate of the tax for persons 65 years of age or older or (ii) exempt persons 65 years of age or older from the tax.
