Short description: ENVIRONMENTAL JUSTICE ACT Synopsis of Bill as introduced: Creates the Environmental Justice Act to expand State and community involvement in toxic chemical facility siting decisions affecting areas designated as environmental high impact areas. Amends the State Finance Act to create the Environmental Justice Trust Fund. Effective immediately. FISCAL NOTE (EPA) HB518 would cause an estimated annual administrative cost of $550,000, plus an required annual $250,000 transfer from GRF to the Environmental Justice Trust Fund. STATE MANDATES FISCAl NOTE In the opinion of DCCA, HB 518 does not create a mandate under the State Mandates Act.
