Provides for the regulation of dental managed care plans by the Director of Public Health. Establishes requirements for disclosure to enrollees. Establishes credentialing and utilization review standards. Requires plans to include a point-of-service option. Provides that the Director of Public Health shall issue an annual report on the performance of managed care entities. HOUSE AMENDMENT NO. 1. Replaces the substance of the bill with similar provisions regulating managed care dental plans. Deletes references to health maintenance organizations. Does not apply to ERISA benefit plans. Provides for regulation of managed care dental plans by the Department of Public Health. Requires the availability of a point-of-service option. Sets forth credentialing and utilization review standards. Requires managed dental care plan purchases to make certain disclosures to prospective enrollees.
