Replaces provisions that excuse the State Board of Education and local school boards from implementing violence prevention and conflict resolution education unless sufficient private and federal funds are available with a provision requiring the State Board of Education and school boards to implement violence prevention and conflict resolution education using funds from private, State, and federal sources.
