House Sponsors: SCHOENBERG. Short description: FINANCE-DISCLOSE INVESTORS Synopsis of Bill as introduced: Amends the State Finance Act. Requires the Comptroller to compile and maintain a list of the names and addresses of all persons and entities that have invested in public bonds or any other form of State debt, the amount the persons or entities invested, the type of investment, and, for purposes of certificates of participation only, the project for which the certificates were issued. Requires the list to be available for review by the public upon request by any person and by means of a searchable database that is accessible through the World Wide Web. FISCAL NOTE (Comptroller) Based on $25.7 billion in bond issues, the Comptroller could need to maintain a database of 257,000 entities. Cost to com- pile the database could extend into the millions. There would be a one-time cost of $16,000 plus $36,000 annually to load and maintain the database, plus additional costs for updating and distributing the information. Access through the World Wide Web could be costly and creation of a web page could cost upwards of $70,000, plus maintenance costs. HOUSE AMENDMENT NO. 1. Deletes everything.
