Changes the sunset date for the Illinois Nursing Act of 1987 from December 31, 1997 to January 1, 2008. STATE MANDATES FISCAL NOTE In the opinion of DCCA, HB1076 fails to create a State mandate under the State Mandates Act. HOME RULE NOTE HB 1076 does not preempt home rule authority. FISCAL NOTE (Dpt. Professional Regulation) FY1998 cost is approximately $3 M; estimated costs for FY1999 thru 2008 total $41.4 M. Fees under the current program appear to be adequate to sustain the fund through that period. HOUSE AMENDMENT NO. 2. Adds reference to: 225 ILCS 65/3 from Ch. 111, par. 3503 225 ILCS 65/4 from Ch. 111, par. 3504 225 ILCS 65/4.1 new 225 ILCS 65/28 from Ch. 111, par. 3528 Amends the Illinois Nursing Act of 1987. Provides that the Governor shall appoint a task force to study the roles, responsibilities, training, competency, and supervision of persons employed to assist a nurse. Deletes the definition of "professional nursing" and replaces it with a definition of "registered professional nursing practice". Changes the definition of "practical nursing". Provides for the creation of a professional assistance (addiction) program for nurses and a task force to advise on its creation. HOUSE AMENDMENT NO. 3.
