Prohibits the construction or commencement of operation of new livestock management or waste handling facilities of 1,000 or greater animal units (and the commencement of operation of the expanded portions of expanded facilities) until the Pollution Control Board has adopted final rules. Also requires approval of the appropriate county board or municipal corporate authorities. Effective immediately.
