Synopsis of Bill as introduced:
        Amends the Abused and Neglected Long Term Care Facility Residents      
   Reporting Act.  Provides that  agencies  and  facilities  licensed  or      
   operated   by  the  Department  of  Mental  Health  and  Developmental      
   Disabilities or its successor, the Department of  Human  Services,  or      
   that  are  funded by either of those Departments that are not licensed      
   or certified by another State  agency  shall  be  required  to  report      
   incidents  of  suspected  abuse  or neglect to the Office of Inspector      
   General within 24 hours.  Requires the Office of Inspector General  to      
   establish  a 24-hour telephone line for receiving reports of suspected      
   abuse or neglect.  Provides that  failure  to  comply  with  reporting      
   requirements  is  a  Class A misdemeanor.  Provides that the Office of      
   Inspector General shall provide a preliminary report concerning  cases      
   of  suspected  abuse or neglect to the facility or agency in which the      
   abuse or neglect is alleged to have happened. Effective immediately.        
        HOUSE AMENDMENT NO. 1.                                                 
        Further amends the Abused and Neglected Long Term  Care  Facility      
   Residents  Reporting  Act.   Removes  the  provision  that  facilities      
   operated   by  the  Department  of  Mental  Health  and  Developmental      
   Disabilities or its successor, the Department of Human  Services,  and      
   agencies  and  facilities  licensed  or  certified  by  one  of  those      
   Departments  and  not  licensed  by  any  other State agency and their      
   employees shall be required to report incidents of suspected abuse  or      
   neglect  to  the  Office  of  the  Inspector  General within 24 hours.      
   Removes the provision that the Office of the Inspector  General  shall      
   establish  a 24-hour telephone line for receiving reports of suspected      
   abuse or neglect.  Provides that the Inspector General  shall  make  a      
   determination   to  accept  or  reject  a  preliminary  report  of  an      
   investigation  of  alleged  abuse  or  neglect  based  on  established      
   investigative procedures.  Makes other changes.
