House Sponsors: RYDER. Short description: NOTARY PUBLIC REGULATION Synopsis of Bill as introduced: Amends the Illinois Notary Public Act. Permits a nonresident to be commissioned as a notary in the Illinois county in which employed. Broadens an employer's liability for a notary's misconduct. Increases a notary's appointment fee and notarization fee. Permits a notary to charge certain travel fees. Specifies documents that constitute satisfactory evidence to a notary of a person's identification. Permits the Secretary of State to adopt rules for the administration of the Act. Amends the Secretary of State Act to provide a fee for expedited certificates or apostilles with seals. Amends the State Finance Act to create a special fund within the State treasury for the deposit of a portion of the fees from appointments and expedited services. Makes other changes. HOUSE AMENDMENT NO. 1. Deletes the provisions disqualifying a notary from performing a notarial act if the notary will receive directly from a transaction connected with the notarial act any advantage, right, title, interest, cash, property, or other consideration exceeding the value of the $5 fee. HOUSE AMENDMENT NO. 2. Amends the Illinois Notary Public Act. Provides that an applicant for appointment and commission as a notary public shall pay a fee of $10 (now $5 if in person and $10 if by mail) to record the commission at the county clerk's office.
