Provides that the Act does not apply to certified optometrists authorized to prescribe drugs within the limits of their licenses. Increases the frequency of applicant examinations to 3 times per year. Staggers the terms of members of the State Board of Pharmacy beginning April 1, 1999. Provides that the Department shall adopt rules concerning labeling in Division II and Division III pharmacies. Revises definitions. Makes additional substantive changes.
